Federation council chairman Valentina Matvienko approved Arctic council candidatures Mr Alexander Kruytikov , stats secretary of Far East and Arctic ministry dealings and Vladimir Kharlov NSR association vice president in 18.11.2019.

According to NSR association council meeting to be released by Mr Arthur Chilingarov since 2020 Mr Vladimir Kharlov is instructed to be involved in Arctic logistic operations and infrastructure development at the Arctic council in FC FA RF in Dec 16.12.2019.
