About Vladimir Kharlov, NSR vice -president participation at the Council on the Russian Arctic and Antarctic development program up to 2035.

Vladimir Kharlov vice president of NSR assocation would take part at forthcoming Arctic and Antarctic Council meeting on Russian Arctic and Antarctic еducation system development on Feb 27, 2020 at Federation Council building in Moscow.

The report of former vice -president of Archangel Academy of Management , UAr conferences participant and the present NSR association vice -president is on schedule.

NSR association council would be happy to hear recomendations about the education improvements to the Arctic zone of Russian Federation (AZRF) from NSR association partners from Archangelsk, Murmansk, Yamal, Nenets, Sakha-Jakutia republic, Krasnojarskiy region and Chukotka. Hopеfully AZRF newcomers since 2019 from Khanty Mansiisk, Magadan, Komi and Karelia regions would also send recommendations to the Russian Arctic regions education improvements.

We are looking forward that all the regions, Big Arctic 8 countries ,world -wide Russian Arctic development and NSR association partners, observers and friends would participate actively as the conference speakers at forthcoming NSR assocation conference. This conference is called «NSR infrastructure, energy sector, legislation, financial development program up to 2035 and the international cooperation» on March 26, 2020 at Federation Council building located in 19 on Noviy Arbat street in Moscow .
